Background Information

Β  Β  To ensure effective financial management in Karenni State during the interim period, including the implementation of essential projects and the systematic collection and management of public taxes, the Department of Planning, Finance, and Taxation was established on September 7th, 2023.

Objectives

  1. To develop and adopt plans and programs aimed at meeting the basic needs of the people.
  2. To raise and efficiently utilize the necessary financial resources in support of the operations that contribute to the success of the revolution.
  3. To develop the projects, draft estimate budgets to be implemented during the interim period, ensuring fair and equal distribution of funds, and plan for the availability of resources required to carry out the priority activities and programs.

Structure of the Department

Β  Β  The Department of Planning, Financial and Taxation is headed by one Department Head and three Deputy Heads. It includes the Planning Sub-department, Finance Sub-department, Taxation Sub-department, and Administration and Accounting Sub-department.

Activities

Β  Β  The Karenni State Development Program has been established, and the Planning Sub-department offers technical support in designing local projects and budgets for the newly formed townships. The Finance Sub-department is responsible for preparing budgets and ensuring the proper, systematic use of funds across Karenni State and its new townships, per financial policies. The Taxation Sub-department is working with the Karenni State Consultative Council and experts to develop a tax policy specific to Karenni State and is supervising the collection of customs duties, special customs taxes, and import/export taxes at the border.
